European Countries Sign Joint Statement Urging EU to Increase its Arctic Presence
Euronews reported on September 14 that twelve European countries issued a joint statement calling on the European Union to engage more proactively and strategically in the European Arctic. Denmark, Estonia, Finland, France, Germany, Greece, Latvia, Lithuania, the Netherlands, Poland, Romania, and Sweden signed the statement on the sidelines of the European Arctic Summit, which took place on 13-14 September in Rovaniemi, Finland. Italy later also joined the statement. (Euronews)
Take 1: The European Arctic Summit proved to be an important political scene-setter ahead of the launch of the EU’s new Arctic strategy, which is expected in October. The strategy provides a much-needed update to the current 2021 framework and will reposition the EU’s role in an increasingly militarised High North. In the 2021 policy, the European Green Deal was placed front and centre. During the Summit, High Representative Kaja Kallas confirmed that the new strategy will now have “security at its core”, pointing to a clear change in the EU’s approach to the region. In the joint statement signed at the Summit, the now thirteen signatories call on the EU to take on a more proactive and strategic role in the region, supported by sufficient resources. The statement highlights several priority areas, such as cross-border connectivity, maritime domain awareness, military mobility, satellite capabilities, preparedness against hybrid threats, and critical infrastructure, while also calling for complementarity and cooperation with NATO’s defence and deterrence activities. One of the points in the communication still stresses that environmental and ecosystem protection and sustainable development in the region need to guide any Arctic policy, as well as the engagement of local communities and Indigenous peoples. However, this seems to be strongly overshadowed by the security-speak in the rest of the text. Many non-Arctic European countries signed the statement. The European Arctic is thus increasingly approached as a Union-wide strategic priority, rather than as an issue only within the purview of the northern member states. Russia’s Arctic Khatanga Bay Contaminated With up to 200 Metric Tons of Diesel
As reported by Meduza on September 16, Russia’s Krasnoyarsk Krai government officially declared a state of emergency in the Taymyr region following a diesel spill in the Arctic settlement of Syndassko. A storm damaged a coastal fuel tank, releasing between 170 and 200 tons of diesel. The fuel has since reached the Arctic Khatanga Bay. A criminal investigation has been opened into possible violations of environmental protection rules. (Meduza)
Take 2: The Khatanga Bay spill brings back the discussion of the particular environmental risks associated with fuel pollution in the High North. Diesel contains toxic hydrocarbons that harm fish, birds, marine mammals, and invertebrates. It can also become trapped in shorelines, sediments, or ice. Meanwhile, cold temperatures, remoteness, and unpredictable ice and weather conditions complicate containment and clean-up in the region. Diesel compounds can also persist in the environment long after visible pollution is gone. The absence of obvious surface-level pollution thus does not preclude ecological damage. A scientific study from 2021 found traces of petroleum hydrocarbons in the soil that persisted for more than twenty years after the original spill events, with diesel compounds reaching even the permafrost layer and the bottom sediments of a nearby lake. The Khatanga Bay spill adds to a long history of pollution issues in the Russian Arctic. Large-scale mining, oil and gas production, metallurgy, and ageing infrastructure paired with legacy waste have created significant local pollution hotspots. The Taymyr region already experienced an immense Arctic fuel spill in 2020, when about 21,000 tonnes of diesel leaked into the surrounding lakes, streams, and Arctic tundra from a collapsed fuel tank. Years later, nearby streams remained discoloured as a result of the spill. What happened in Syndassko this week is thus not an isolated incident. Stronger infrastructure standards, regular maintenance, and long-term ecological monitoring are critical because the repercussions of even a relatively small spill can persist in the long term. Canada’s Last Remaining Epishelf Lake Disappears
CBC News reported on September 16 that a study conducted by researchers from Laval University, Carleton University, and the University of Alberta confirmed that the last epishelf lake (a body of freshwater floating on top of salty seawater), located at Milne Fjord on Nunavut’s Ellesmere Island, is gone. Through assessments of the salinity profiles and moored observations from the Fjord, the study found that over the course of two months following the collapse of the Milne Ice Shelf, the freshwater layer of the lake had drained into the Arctic Ocean. Take 3: Epishelf lakes are unique ice-dependent systems. They form when a fjord is blocked by an ice shelf, allowing fresh meltwater to accumulate above the denser saltwater of the sea. The meltwater effectively ‘floats’ on top of the saltwater. This separation is caused by a sharp salinity gradient (or halocline). A thick layer of ice covers these lakes, preventing the layers from mixing because of the wind. Distinctive ecosystems develop in these lakes, with research at Milne Fjord finding different communities of phytoplankton, bacteria, archaea, zooplankton and viruses living in the freshwater, brackish, and marine layers. The freshwater virus community, for instance, was distinct and more diverse than that of the seawater below it. The biodiversity within these layered ecosystems depends on ice, rendering these systems extremely vulnerable to climate change. When the ice barrier collapsed in 2020, the 4,000 year old epishelf lake drained within just two months, transforming the ecosystem into a marine environment. Milne Fjord is located within the so-called Last Ice Area, a region containing some of the Arctic’s thickest and most persistent ice. Yet even this region, which was expected to survive the longest, has been undergoing rapid physical and ecological changes. Global warming, which is occurring much more rapidly in the Arctic than the global average, is not only opening up the Arctic Ocean but also permanently altering longstanding landscapes and ecosystems that may never return. Ukrainian Drone Strike Hits Russian Arctic Gas Processing Facilities
As reported by High North News on September 16, Ukraine said it has carried out a long-distance drone strike on Russia’s Novy Urengoy and Purovsky gas condensate processing facilities in the Yamalo-Nenets region, more than 3,000 kilometres from Ukraine. Russian regional authorities confirmed a drone attack and fire at an industrial facility in Novy Urengoy but did not identify the target. (High North News)
Take 4: The Arctic, once considered a zone of peace, is becoming increasingly difficult to separate from the wider confrontation between Russia and the West. For decades, Arctic politics were characterised by cooperation between East and West even when relations elsewhere were tense, allowing Arctic science to leap forward. Since 2022, political-level cooperation within the Arctic Council has largely remained on pause, seven of the eight Arctic states have become members of NATO, and even the war itself has moved north, with Ukraine carrying out drone strikes in the Kola Peninsula in 2024 and 2025. These developments have fundamentally repositioned the Arctic on the European security map. However, infrastructure in the High North is sparse, emergency response is complicated, and the distances are enormous. Military operations in the region also need to account for weather and environmental factors that operations elsewhere do not require. Moreover, attacks in the region, especially on energy infrastructure, carry significant environmental risks. Gas and condensate facilities contain highly flammable hydrocarbons and complex processing equipment, with attacks causing fires, explosions, and severe pollution which can persist in the environment for many decades. With the war moving ever closer towards the High North, these factors should not be overlooked in military planning. Strengthening deterrence in the Arctic should thus go hand in hand with risk reduction, emergency preparedness, and mechanisms to prevent incidents from escalating into wider environmental crises. Indigenous Filmmakers Call for Stronger Cooperation in Arctic Film Production
As reported by Cineuropa on September 16, Indigenous filmmakers and institutions from across the Arctic advocated for stronger Indigenous cooperation in Arctic storytelling and film during the panel discussion “North is Now: Indigenous Storytelling in the Arctic” at the Toronto International Film Festival. Indigenous representatives emphasised that co-productions should be rooted in Indigenous creative leadership, skills development, shared ownership and long-term benefits for local communities, such as the creation of local production capacity and related employment opportunities for Arctic communities. Take 5: Since Russia’s invasion of Ukraine in 2022, the Arctic has increasingly been assessed through the lens of security, militarisation, shipping routes, and resource extraction. Global media coverage has been entirely absorbed by these issues, actively marginalising Indigenous perspectives, sovereignty, and rights in the process. These discussions at the Toronto Film Festival, together with earlier discussions at the Cannes Film Festival 2026, show how storytelling concerns not only representation on screen, but also the agency that Arctic communities have in shaping how their cultures, lands, and interests are understood by the wider world. First and foremost, the Arctic is a homeland and not a commodity. More than 4 million people live across the Arctic, including many Indigenous peoples. As such, any discussion about the strategic future of the region needs to actively involve those who actually live there in defining what matters to the region and its people and how its stories are told. While film and other forms of storytelling cannot replace the much-needed political inclusion and consultation of Arctic communities in decision-making processes, they can actively counteract the notion of the Arctic as an empty space waiting for exploitation, development, and defense.
